Subject: Complaints Manager Mr Douglas Cleaver.
Hi,
I was adviced by Sarah Brown in an e-mail today, that it was possible to
complain to you, about some
problems with the IPCC.
The problems are:
1. I sent Joanne Fitzgerald, IPCC, an e-mail on 10/11, about the problem
that I had lost a bit of confidence
with the Police Department, due to episodes in conection with a meeting on
Walton Lane Police Station on 8/11.
Fitzgerald sent my e-mail to Mr. Gibbs, but he didn't answer back.
2. I sent Fitzgerald a new e-mail on 5/12, where I brought up three issues:
- How to deal with a letter from the police.
- How to deal with a letter from the IPCC, in conection with an harassment
episode on Walton Lane Police Station on 8/11.
- The problem with Mr. Gibbs not answering the e-mail I sent Fitzgerald on
10/11. (Which she forwarded him).
Only the second issue, surrounding the letter from IPCC, was answered, by
Sarah Brown.
Fitzgerald had joined a new department, Brown explained, and this was why
she answered the second issue, but the
two other issues, with the letter from the police, and why Gibbs hadn't
answered, remained unaswered.
So I think something must have gone wrong at the IPCC here, since I think
all of these issues should have been looked
at, dealt with, and answered by the IPCC.
So I think this should maybe be investigated, what it is, that has been
going on here.
3. Also Brown adviced me later, on 11/12, to contact the Police Department,
regarding the problem that I had lost confidence with
the Police Department.
This I don't makes that much sense.
Also she didn't answer back until yesterday, when I expained again why I had
lost confidence with the Police Department,
when they needed an answer within three weeks from 3/12.
4. Also, I think that the complaint to do with the harassment-episode on
Walton Lane Police Station on 8/11, should maybe
have been investigated collected with the other complaint and appeal,
regarding unproffesional conduct from members of the
Merseyside Police, since I think the new harassment-incident, could be
linked with the old complaint and appeal.
And also the problems with the psd departments e-mail address, and the notes
and e-mails from the psd department, should
be investigated collected with the other complaints.
Also the conduct of Sgt. Smyth, in the meeting on 8/11, where I think he
used some unregulated methods when writing the
witness statement, I think should be investigated together with the other
mentioned complaints/problems.
I'm going to forward the other two e-mails I've sent the IPCC today, the one
sent to Sarah Brown, and the one sent to Lynne Overend.
Please just contact me if there is something I have forgotten to explain
well enough surrounding this.
Hope that this is alright!
Yours sincerely,
Erik Ribsskog

Subject: Letter from 31/12.
Hi,
I'm refering to your letter from 31/12, where you explain that the
Merseyside Police have applied
for a dispensation on not investigate a complaint.
Since I hadn't answered their letters.
I only recieved the last of these letters, and I had earlier contacted the
IPCC on 10/11, explaining
that I had lost a bit of confidence with the Police Department.
So thats why I sent the letter from the Police Department, sent on 3/12, to
the IPCC, on 5/12,
asking how I should deal with this letter, since I had lost a bit of
confidence in them.
I sent an e-mail to the IPCC on 5/12, where I asked what I should do
regarding the letter from the
Police from 03. December, since I had lost a bit of confidence with the
police, like I wrote in the
e-mail from 10/11.
This was forwarded to the case-worker Mr. Gibbs, who is dealing with the
appeal.
But he hasn't answered me back on this.
And when I sent the letter from the Police Department, to the IPCC on 5/12,
then I wasn't
answered on how to deal with the letter, which I asked about.
There were several issues that I brought up in the e-mail from 5/12, but I
think something must
have gone wrong, since Joanne Fitzgerald had started working in another
department.
I sent Fitzgerald two letters that I wondered how to deal with.
One from the Police, and one from the IPCC.
Also I brought up the problem on why Mr. Gibbs hadn't contacted me back,
even if Fitzgerald
wrote in the e-mail from 21/11, that she had been forwarded my e-mail from
10/11.
So there were three issues brought up in the e-mail from 5/12.
But I only got an answer on one of the issues. (How to deal with the letter
from the IPCC regarding the harassment-case
from Walton Lane Police Station on 8/11)., since I thought this incident
probably must have been conected with the other
complaint and appeal, and probably should have been investigated collected,
the way I see it.
The other two mentioned issues, remained unanswered.
So I think something must have gone wrong, at the IPCC, since the other two
issues weren't answered.
And also I think the complaints should be dealt with collected.
So I'm going to forward this e-mail, and the other e-mail, which I sent you
and Brown earlier today, to the person Brown
mentioned that deals with complaints at the IPCC, Complaints Manager Mr
Douglas Cleaver.
So then I think it's maybe best to wait until these issues have been looked
at by Mr. Cleaver, until we decide how to
go further with the complaint(s)?
So please tell me if you agree with this.
Hope that this is alright!
Yours sincerely,
Erik Ribsskog

Subject: Re: IPCC Case Reference 2007/017332
Hi,
yes, you sent me an e-mail on 11/12, where you told me to address my
concerns with having lost confidence with the Police Department with the
Police Department.
And makes no sense to me really.
And I sent this e-mail again on 11/12, which I didn't recieve an answer to
before yesterday:
' Hi,
thank you very much your answer!
But the Standards Unit don't even know their own e-mail address.
And when I go there to discuss the complaint against the Police, then I'm
being harassed.
I'm not sure if it's right that I should go back to the meetings with the
Police then.
I think that would like saying that I liked to be harassed, and thats not
what I mean at all.
Do you understand what I mean now?
Thank you very much again for your answer!'.
And today I got a letter from your collegue at IPCC; Lynne Overend, telling
me that the Merseyside
Police have applied to the IPCC for a dipspensation, to not investegate a
complaint, since I haven't
answered the letter send to me on 23 November 2007 (which I didn't recieve)
or the final letter
sent on 03. December 2007 (Which I did recieve).
I sent an e-mail to the IPCC on 5/12, where I asked what I should do
regarding the letter from the
Police from 03. December, since I had lost a bit of confidence with the
police, like I wrote in the
e-mail from 10/11.
In the email from 5/12, to Joanne Fitzgerald, IPCC, I wrote:
'I'm wondering a bit on how I should go forward with these letters, since,
like I wrote to you on
10/11, I have lost a bit of confidence in the Merseyside Police, due to the
problems mentioned
in my e-mail from 10/11, with the problems conected with the way my
complaint from 3/5, and the
appeal from 26/8, have been dealt with by them, and more.'.
I still don't think it's right that I should deal with the Police
Department, when I've lost confidence
in the Police Department.
And now, the time-limit for answering the Police Department on the mention
letter has passed.
And I think this problem, on how to deal with the letter, should have been
made clear by the IPCC,
by now.
So I'm going to complain about this, to the e-mail address you mentioned.
Also, I'm beginning to wonder if these complaints aren't linked, so that
they should be investigated
collected?
So I'm going to bring this up as well.
Also, I'm going to send a copy of this e-mail to Lynne Overend, since she
sent me a letter, on 31/12,
which I recieved today, where she explained that the Police Department wants
to not investigate the
complaint, since their letter (which I have asked the IPCC for advice on how
to deal with on 5/12),
haven't been answered.
So I hope that this is alright.
I think it's fine to get this made clear, since I did bring up several
issues in the e-mail I sent the IPCC
on 5/12, and then I think all of these issues should be addressed.
Even if Fitzgerald have joined another department, I think that all of the
issues mentioned in the letter
should have been addressed by the IPCC.
So there must have been something that has gone wrong here.
So I'll bring this up with the person you mentioned, that deals with the
complaints, and also with
Lynne Overend, who sent the letter from 31/12, which I recieved today.

Hope that this is alright!
Yours sincerely,
Erik Ribsskog

Now I think it's like this.
If you are hunted around the world by some mafia etc.
And you try to stand up, and cooperate with the police etc., on fighting crime etc.
Then, if you manage to help the police, then the police f. you off.
And they don't tell you anything.
And they talk sh*t about you, behind your back to other people etc.
And they don't tell you anything at all, and try to make you go insane and/or kill yourself etc.
So that's what one get for trying to stand up against organised criminal networks etc.
The only question is, who are the biggest smart-asses, the criminals or the police?
That's how I suspect it is.
So one should maybe think twice before trying to cooperate with the police, because if they get control, then you could possibly end up even worse off.

So one should maybe think twice before trying to cooperate with the police, because if they get control, then you could possibly end up even worse off.
So the British Government didn't like that I quit my studies in Sunderland, to try to get a place to live and a job in London, since my advicors from Oslo University College, had told me that it was almost impossible to get a job around there etc.
And the studies wasn't going that well, since my study-finance was delayed etc., for some strange reasons, and I had to deal with a lot of other things than studies, like calling to Norway all the time, to get payment-arrangments on my bills etc., and switch the moduls at the University all the time, due to the problems with getting the moduls accepted for the study-finance etc.
And also, Oslo Univesity College, put many obstacles in the way, for me to study abroad, which I think seem a bit 'phoney' now, when I look back at it.
Like they were supposed to send a study-finance application for me, which they didn't, and it seems to me like they made up a lot of excuses for not letting me participate on the Erasmus-programme.
So the studies didn't go so well.
But I liked it in Sunderland, and I didn't really want to move.
But I remembered the advisors at Oslo University College, said that it wasn't easy to get work, and also it would have a bit strange to quit the studies and try to get a job.
And my face was distroyed still, so I thought the best thing was to go to another town or city.
And then try to get my own place, like Uni. of Sunderland wouldn't give me for some reason, but insisted that I went to live at the Forge.
And when I got my own place, then I had planned to take contact with the Police in Norway.
The ones working with organised crime etc., and tell them about what was going on, what I knew about it.
And try to cooperate with them, and find out how to deal with the problems.
But I think maybe the British Police didn't like that I quit the studies.
I intended to pay for the studies, but I just wanted to get a job and a flat and then call the Uni. and get a payment arrangement.
Because I didn't think the money was enough to last, if I payed all I owed the Uni. at once.
I wanted to get control of my life first, and then pay the Uni.
Since I didn't want to end up without a place to live and without a job, and without any money.
So that's why I decided to just go to London, since I thought it should be easier to get a job there, from what I had heard.
And then I think the police didn't like this.
And they must have used me, in the way, that they have told some criminal networks lies etc. about me, maybe through some un-uniformed police, like secret police, like pretending not to be police.
And then they have spyed on me, to look and see what the criminals would do, etc. maybe.
Or maybe for some other reason.
Something like this, I think must have been going on.
At least this is what I suspect, something like this.
