this case is full of misunderstandings that I've updated the IPCC about last week.
So I'll ignore this letter and wait for the IPCC's reply to my latest e-mail to you.

Dear Mr Ribsskog,
I am writing in response to your Appeal against Non-Recording which we received on 11 October 2011.
Before outlining our decision, I should explain that our role in the appeal process is not to investigate your complaint but to review:
* whether or not Northumbria Police is the right police force to consider your complaint; and if so,
* whether or not they should have recorded a complaint about the way their staff have behaved.
After considering all the available information we have decided that your appeal cannot be upheld. The reasons for our decision are set out within the attached report.
If you have any questions, or need more information about the appeal decision, please contact me.
I should emphasise that this decision is final and can only be overturned by the courts through the judicial review process. Should you intend to pursue this course of action, we would suggest that you seek independent legal advice.
